BP Cherry Point Refinery Oil Spill Contingency Plan

Ecology invites interested members of the public, local, and tribal governments to review and comment on required annual updates to industry-written oil spill contingency plans. Washington Administrative Code (WAC) 173-182 requires oil-handling facilities, pipelines, and vessels to have a state-approved oil spill contingency plan that ensures their ability to respond to major oil spills. These updates are required by the state’s oil spill planning regulations.


BP Cherry Point Refinery submitted a significant update to Ecology requiring public comment on June 6, 2024. Under WAC 173-182, public notice, review, and comment periods are required for permanent significant changes to approved plans as required in WAC 173-182-142.


The changes which are considered significant for the plan update are changes in normal operating procedures as described below:

  • For facilities, changes in the oil types handled; permanent changes in storage capacity; changes in handling or transporting of any product; permanent changes in oil processing


In Appendix A and F, the plan includes “Coker Feedstock”, a Group V oil, to products handled at the facility. Public comment and review is limited to this significant update to the plan.
