Rulemaking - Clean Fuel Standard Informal Comment Period #3

We are seeking informal comments on rulemaking for the Clean Fuels Program (Chapter 173-424 WAC). The goals of this rulemaking are to align the rule with recent state legislation promoting the production and use of sustainable aviation fuels in Washington, implement a third-party verification system, refine unclear rule language, update compliance and enforcement procedures, and make other miscellaneous revisions to strengthen and streamline the program.

Initial proposed changes to the rule are linked here:

Changes to 173-424 WAC: includes all proposed changes to the rule and brief comments explaining the revisions.
Changes to 173-424-800 through 850 WAC: includes a clean copy of the new third-party verification section only.
Changes Summary: includes a log outlining and explaining changes to each part of the rule.
